Police Discrimination
I have the full story for my experiencing police discrimination,letter from the police,letters from the IPCC. my experiencing police discrimination in the way they favoured the other party in their ongoing harassment against me. I tried to report several incidents of harassment from my Neighbour Mr (X) and his wife Mrs (X) and their family, and another tenant Mrs (z), to Shepherds Bush and Hammersmith Police Stations. Each time I was told to contact White City SNT. I spoke to PC Mordin several times and he refused to take any action. The Victim Support adviser, Mrs Davina, spoke to him personally and advised me to keep reporting it even if it took 100 times. PC Mordin kept saying to me there were no witnesses and no evidence. I told him I have both evidence and witnesses. He said he would call me back but never did. I reported to the Shepherds Bush Police Station,on 23/2/12 (Ref No: 6003814/12) an incident of harassment, where my Neighbour Mr (X) swore at me saying he was getting closer to f--- me up, pointing to me in a threatening manner of which I had clear evidence, and then a subsequent incident of him swearing at me, where I had a witness. PC Mordin was the officer asked to investigate. PC Mordin listened to a recording of the harassment incident and said he would call me back. He didn’t call me for 5 days. I then called him and he told me that his senior told him this was a neighbour dispute. I later found out on 12 September 2012 at a meeting in the Shepherds Bush Police station that he had made this decision (that this was a neighbour dispute) on his own without consulting anybody. I feel he has discriminated against me as he acted very quickly for my Neighbour Mr (X). and his wife Mrs (X). in giving me a harassment warning on their behalf, yet for a similar offence against them, which I reported to him, with evidence and witnesses, this was ignored and not acted on at all. He apologised three times at the police station in front of his senior officer, A/Insp Finbar King. Mr King also apologised on his behalf and I was told not to worry about the harassment warning letter as I was concerned that it would be used against me in any future legal proceedings. (This warning letter of harassment was issued to me without consulting me prior to its issue. I never did take any photos). . He (PC Mordin) acted very quickly in referring me to the Antisocial Behaviour Section of the London Borough of Hammersmith and Fulham (LBHF) He co-operated with Octavia against me, asking the Housing Officer, Mr. Llorent, as to when he would be putting these incidents before the court and was very eager to provide statements that could be used as evidence against me, statements which would be totally false. He should be totally impartial and not take sides in this dispute. On 5 July 2012 my Neighbour Mr (X) was banging very loud outside my bedroom. I requested to stop and he laughed and ignored me. I called the environment officer at Hammersmith and Fulham Council to report this antisocial behavior and they told me they would stay on line and to report back to see if he was still carrying out this behavior, He was still engaged in this antisocial behavior. (Email from Hammersmith Council attached as proof). . Then PC Mordin visited me to give me the harassment warning. He asked me to sign an harassment notice. I refused telling him he was not a fair person as he didn’t take any action when my Neighbour Mr (X) and his daughter took photos of me. Or when I reported my Neighbour Mr (X) swearing at me. I requested him to leave my premises. I told him I would be making an official complaint against him. I reported PC Mordin to the IPCC who referred the complaint to Shepherds Bush Police Station for local resolution. I received an apology from PC Mordin and Mr King A/Insp Shepherds Bush Police Station (letter attached). In February 2013 I discovered the harassment letter of PC Mordin and his correspondence with Octavia, which they were going to use this as evidence against me in court. I contacted the Chief Commander of Hammersmith and Fulham Police(Chief Superintendent Lucy D'Orsi) and she referred it to Mr Tim Ruprecht, Chief Inspector, For Safer Neighbourhoods and Problem Solving, Mr Ruprecht replied to say that the local supervisors of Hammersmith Police Station and the IPCC had reviewed my complaint. Hammersmith Police Supervisors and the IPCC didn’t send me any letter regarding PC Mordin. My case ended with the letter of apology from Shepherds Bush Police Station. I tried to report my Neighbour Mr (X) and his wife Mrs (X) and their daughter, and and another tenant Mrs (z) for harassment and taking photos of me. I have witnesses and clear evidence to that effect. I was told in Shepherds Bush Police station that taking photos was not a criminal offence. I wish to have all PC Mordin’s statements and harassment warning withdrawn from Octavia files and from LBHF and a written apology for the distress he has caused me. Thanking you Yours sincerely
